AI is being deployed across cold chain logistics, raw material sourcing, demand forecasting and regulatory filing. The accountability for those AI-informed decisions is distributed across CDMOs, CROs and contract logistics in ways no single organisation formally controls.
The supply chain lead signs the distribution plan. The AI forecast informed it. The algorithm optimised the routing. The provenance of every raw material decision runs through a model nobody has formally governed.
Biomanufacturing is the new semiconductor war. Sovereignty, provenance and cold chain integrity are now governance questions, not logistics questions.
The imperative · three premises
The EU Biotech Act, Chinese fermentation capacity, Singapore executing a national bioprocessing strategy — the supply chain conversation now carries national security dimensions. The organisations with AI-enabled supply intelligence and a governance layer above it will make different decisions than those without.
Every AI decision in supply chain is downstream of data about materials, capacity, logistics and regulatory status across a distributed network. If that data is fragmented — disconnected CDMO systems, inconsistent cold chain records, unstructured filing data — every AI forecast inherits that fragmentation. The governance problem begins before the model runs.
When an AI forecast recommends a sourcing decision that results in a supply failure, who carries the consequence? The supply chain lead who approved the forecast. The CDMO whose capacity data fed the model. The platform vendor whose algorithm generated the recommendation. The answer is not yet clear at most organisations — and that unclarity is itself a governance gap.
